AWS plans 420Tbps Pacific cable to a tribal landing station
Sta'O'Nuk would give Washington State its first international landing in nearly 30 years—and make the Quinault Indian Nation a partner in hyperscale infrastructure.
Amazon Web Services is threading a new trans-Pacific cable into Washington State, and the landing point has an owner: the Quinault Indian Nation. Data Center Dynamics reported that AWS announced Sta'O'Nuk, a submarine cable connecting Washington to an unannounced site in Japan and expected to enter service in 2029. The system is billed as the first international cable to land in the state in nearly 30 years, and Toptana Technologies says the Ocean Shores station under construction is the first new cable landing station the state has seen in more than 25.
Sta'O'Nuk, designed to offer 420Tbps across 20 fiber pairs, takes its name from the Quinault word for “lightning serpent,” and Toptana says the Quinault Indian Nation granted Amazon permission to use it “while preserving its cultural and linguistic significance.” On the U.S. side, AWS has paired with the tribe's company, founded in 2022, for the landing station and the backhaul network that carries traffic inland; Assured Communications is Toptana's strategic partner, program manager and operations service provider on the station.
The Japanese landing is the part AWS will not pin down: an image accompanying the announcement points toward Tokyo, but the company's public explanation is broader, saying Japan was chosen to provide “geographical diversity relative to traditional cable corridors.” The phrasing suggests an alternate route designed to keep a cloud network from depending on a single transpacific path or landing footprint.
Financial terms are not part of the announcement, but the ownership structure is public: Jeff Capoeman, chairperson of Toptana's board, said the groundbreaking “represents an investment in the future of the Quinault Indian Nation,” and Toptana describes itself as the only Indigenous-owned cable landing station and backhaul provider on the U.S. West Coast.
Amazon's own comment reaches for the same point: David Selby, director of global network planning and acquisition at Amazon, said resilient, high-capacity connectivity “requires trusted infrastructure partners and a long-term commitment to the communities where that infrastructure is developed.” In most cable announcements that phrase would be generic; here the community owns the counterparty.
The commercial argument follows from the geography: fiber pairs are commodity inventory, reproducible by any entrant with capital, but a landing station in a state that has gone 25 years without one is the real asset, and a station embedded in a community with a financial stake is not reproducible at the same price. AWS's 2029 timetable suggests it is paying with time for an asset that cannot be bought faster.
The pattern matches AWS's work on the other ocean. As this publication reported, AWS cleared an Irish planning hurdle for its own Atlantic cable — the Fastnet system from West Cork — while seabed consent and grid connection remain unresolved, and last week AWS locked in two million more Nvidia GPUs through 2028. In Washington, the same sequencing is visible: announcement first, ground broken on the landing station, cable due in 2029. Network procurement has become asset development.
The compute side reinforces the timing: a cable scheduled to land in 2029 falls inside the horizon those GPUs create, by which point the compute is deployed and the network connecting the cloud regions has to be real.
The deeper point is that subsea routes are being priced off the cloud operator's balance sheet rather than a carrier's revenue projection. Sta'O'Nuk's anchor tenant is the same company that announced it: AWS is not buying capacity on a cable someone else owns; it is commissioning a cable, selecting a landing partner, and taking the first berth. Toptana's station becomes part of Amazon's capital budget, with tribal ownership giving the project a consent profile that no competing landing site can duplicate.
The station has room for four cable systems, and Sta'O'Nuk is one. The next contract Toptana signs at Ocean Shores will show whether AWS is the anchor tenant of a multi-carrier Pacific hub or the first tenant of a station built around one cloud operator's expanding network.
