AWS clears Irish planning hurdle for its own Atlantic cable
The West Cork landing station for Fastnet survived a local appeal, but seabed consent and grid connection still control the schedule.
Data Center Dynamics reports that An Coimisiún Pleanála has granted Amazon Web Services permission to build the eastern landing station for its Fastnet transatlantic cable in West Cork, Ireland, rejecting a local couple's appeal and clearing the Tullyneasky West site that will anchor the first wholly-owned private transatlantic subsea cable in AWS's portfolio, connecting Cork to Maryland with service targeted for 2028. The decision removes one of the three approvals still standing between AWS and the seabed, and it was won on the inspector's findings about fire risk, visual impact and traffic.
The approval follows Cork County Council's initial April go-ahead, which the couple who own a residential property and land adjoining the proposed site appealed, arguing that fuel tanks and electrical infrastructure would sit close to their home and raising traffic, noise and visual amenity concerns that would undercut the future potential of their land, including their children's ability to build homes there. The inspector's report rejected those objections: fire and environmental risks were adequately mitigated, the landing station's visual impact would be no greater than the metal workshop buildings already on site, and traffic growth would be minor because the station is not occupied full-time. The couple's property, the report noted, sits about 125 meters from the development with intervening fields and is not the nearest dwelling; a house about 82 meters away is closer.
Amazon MCS Ireland Ltd filed the application in December 2025 for the site, roughly five kilometers from Clonakilty, a month after the project was officially announced, seeking permission to demolish two existing buildings and construct a cable landing station with an ESB substation, a switch room, and external fuel tanks and generators. The subsea cable will make landfall at Owenahincha beach in County Cork and run another five kilometers inland, lying about 1.5 meters below the seabed, and Fastnet is planned to deliver more than 320 Tbps when it goes live.
AWS still requires a Maritime Area Consent to occupy the relevant part of the seabed, and the route will not pass through the nearby Special Area of Conservation, according to the report, while the company has also said it will establish Community Benefit Funds in Maryland and County Cork, committing in the region of €150,000 to West Cork STEM education and a local community fund, as the Irish Independent reported.
The consent money can't buy
Fastnet will be the company's first wholly-owned private transatlantic subsea cable, and that status matters as much as the capacity it will carry, because a wholly-owned cable is infrastructure in the fullest sense: AWS takes the landing station, the route, the burial, the maintenance and the upgrade cycle as its own responsibility, rather than as capacity bought from someone else's system. That puts the asset on the company's books with a 2028 in-service date and decisions about future capacity left entirely in-house, and it means the permitting risk sits on the same balance sheet as the construction risk.
The West Cork decision is also a live example of a point about the wider buildout: grid access and permits now function as scarce capacity, and the buildout is gated by consent before capital. The decision turned on the evidence in the inspector's findings on fire risk, visual impact and traffic, not the size of AWS's balance sheet. The €150,000 community fund is modest against the scale of a transatlantic cable, but the outcome was a technical and procedural win, and the local couple's appeal was a genuine test of the project's social license.
The cable landing station is a different kind of asset — the point where a digital network touches real estate, neighbors and the seabed — and the planning permission settles the neighbors, the seabed consent settles the route, and the ESB substation settles the power: three milestones on schedules AWS does not fully control. AWS has been active across the infrastructure stack in the same period, signing 200 MW of Swedish wind from OX2 and Eolus on August 28, per PID's records. The remaining gate is the Maritime Area Consent, and the 2028 target leaves no obvious slack if the seabed process slows.
