Papua New Guinea opens its first sovereign AI data center
Kumul Cloud Infinity puts the state at the center of the country's digital infrastructure; a second site in Lae will decide whether it becomes a utility or a symbol.
Papua New Guinea has run its digital economy on foreign soil for as long as there has been one, and this week it opened a data center built to change that arithmetic.
Data Center Dynamics reports that Datec PNG and Telikom PNG have launched Kumul Cloud Infinity, a facility EMTV described as the country's first AI-ready data center and sovereign cloud; equipped with Nvidia H200 GPUs, according to Datec chairman Moses Maladina, it is meant to handle AI workloads while providing cloud, storage, and data services to government agencies, state-owned enterprises, and private businesses.
Telikom Group CEO Amos Tepi framed the launch as a reclamation: since digital technology arrived in Papua New Guinea, almost 100 percent of the country's data has been managed and stored abroad, and for government agencies, banks, hospitals, universities, businesses, and citizens that has raised questions about governing laws, access and restoration during disruptions, and national control over strategically valuable data. Kumul Cloud Infinity, in his telling, is a national answer to an offshore problem.
The launch numbers are thin. Datec has disclosed neither the number of GPUs at the site nor the facility's IT capacity, and the company's website does not detail its data center footprint; the absence of those details places the project as an announcement of intent rather than an inventory of assets.
DataCenterMap counts just two data centers in Papua New Guinea today, both operated by PNG DataCo, so Kumul Cloud Infinity arrives as the third facility in a country that has historically exported its computing, not as an addition to a mature market; making that third facility the first with AI acceleration and a sovereign-cloud mandate is a deliberate sequence.
The open question is sequence, and it lives in Lae: Datec is working on a second data center there, designed to provide geographic redundancy, but no timeline has been announced, and until Lae has a foundation, Kumul Cloud Infinity is a single point of failure with a flag.

The same sovereign logic surfaced this week in a larger market, where SCX.ai and DataDirect Networks said they will partner to develop a sovereign AI inferencing cloud in Australia, combining SCX's ASIC-based infrastructure with DDN's Infinia data intelligence platform. The service is intended to keep AI inferencing workloads within Australian borders for enterprises, government agencies, and research institutions.
SCX already operates a sovereign AI node using SambaNova processors at Equinix's SY5 data center in Sydney, where the DDN platform will be integrated, and a second node is targeted by the end of 2026; the company's founder said the combination would give Australian organizations access to a fully domestic, enterprise-grade AI cloud for the first time.
The two announcements differ in scale and commercial maturity—Australia has a working node and a target date, Papua New Guinea a launch and a promise—but both are transactions in the same growing category: data residency as a priced feature of cloud infrastructure. The customer is no longer just a tenant with a GPU workload; it is the state itself, acting as both anchor tenant and regulator.
The economics of this category are not yet proven: a government can order a data center the way it orders a bridge, but the operating cost of a GPU cloud is continuous, and the revenue from government workloads may not be. The projects that work will be the ones where the state signs up its own agencies as long-term tenants and then enforces data-localization rules that make the choice mandatory rather than patriotic.
This publication has argued that the state now writes the data center calendar — permission, power, and politics decide what gets built. Kumul Cloud Infinity is that argument at its smallest scale: Papua New Guinea had two data centers, almost no onshore data, and a national carrier publicly admitting it, and from that starting point even a modest sovereign cloud changes the negotiating position of every part of the state.
What would change it further is the second site and the contract volume behind it, because a sovereign cloud with one location is a statement and the same cloud with a second site becomes a utility. The Lae project is the difference, and the absence of a timeline suggests the project is still in the hard phase, where power, land, and money all have to line up.
Watch the foundation. If Lae breaks ground, Papua New Guinea will have something most small island economies lack: a domestic AI stack with redundancy. If it stalls, Kumul Cloud Infinity remains a proof of concept on an expensive floor.
