Vattenfall's German gigawatt-hour lands without a site or a buyer
The decision to build is real. The megawatt rating, connection point and offtake that would make it underwritable are not.
Vattenfall has decided to build a 1-GWh battery in Germany, Renewables Now reported on Sept. 10, and the headline carries almost the whole of the public record so far: no site, no connection point, no capital cost, no commissioning date, no equipment supplier and no buyer for the output.
A gigawatt-hour measures energy rather than power, which makes the missing megawatt rating the first thing an underwriter would ask for. At four hours of duration the project is a 250 MW unit selling firm capacity; at two hours it is a 500 MW machine trading spreads, and the two need different revenue contracts, different warranties and different lenders. The announcement supports either reading, and a single data point would settle it.
Vattenfall has been visible on this beat this month, with a deal announced under its name on Aug. 31 as well. The German decision is more revealing for what it omits than for what it states. Storage is among the easiest classes of transition infrastructure to announce and among the harder ones to finance, because a battery with no contracted offtake is paid out of price spreads and volatility, which have to be underwritten against duration, market shape and the capacity its neighbours eventually build. None of those inputs appear in the coverage.
A gigawatt-hour without megawatts
A milestone without a price is a financing event before it is proof of infrastructure, and the buildout has spent this year pricing consents and connection rights ahead of cash flows. The past three weeks fit the same shape: Andel's Ørsted stake sale arrived with a number and little else, Blacktail and RayGen's Texas hybrid named a state and partners but no capacity, buyer or price, and EDF Power Solutions' Nevada solar headline came with 400 MW attached and no terms. Each was reported accurately enough; none supplied the counterparty that makes capacity bankable, and Vattenfall's gigawatt-hour is the latest of them.
What would move it is mundane and checkable — a connection agreement, a commissioning date, a named supplier, an offtake counterparty, a megawatt figure with a duration attached — and any one of those turns a reported decision into an underwriting file. Until then the only quantity on the table describes how much energy a site can hold, which is the least load-bearing number a battery project produces; the capacity to store power says nothing about the price at which it will be sold.
