RS&H's Texas engineering pickup puts design capacity in play

The unnamed deal points to early-stage design work, not just capital, becoming the scarce resource in the P3 market.

RS&H has picked up a Texas engineering firm, P3 Bulletin reports, but with no size given and no target named, the deal is being read for its position in the market rather than its price tag. The same digest that carried the acquisition also has the Texas rail link progressing after its feasibility study, a winner picked for Tennessee's Choice Lanes P3, John Laing making its debut in US water, and AtkinsRealis starting the licensing process for a US nuclear reactor. The work is moving toward projects where the engineering is the hard part and the politics, at least for now, is not.

The pattern is a rotation toward water, rail and nuclear — the same rotation this publication has tracked, and one that fits the existing argument that the P3 pipeline is broadening even as flagship road deals stay stuck. When states push more delivery risk onto private partners, the firms that hold the early design work become more valuable, because the feasibility study is where a project's shape gets fixed. Buying a Texas engineering practice gives an acquirer a position in that first draft, before the procurement and the politics arrive.

Engineering consultancies are not the usual subject of the infrastructure capital desk, but they are the quiet feeders to it, and the RS&H deal is small, defensible, and a reminder that the bottlenecks in the P3 market are not only capital and consent — the people who draw the first lines matter too. The Texas rail link that cleared its feasibility study is one to watch for whether the acquired practice shows up in the procurement documents.
