Richmond mayor weighs a social infrastructure P3 with no asset, cost or stage attached

A P3 roundup that includes the Richmond item also lists a $50m World Bank sanitation P3.

The P3 Bulletin item in which Richmond's mayor eyes a social infrastructure P3 names no asset, no capital cost and no stage of procurement. Those are the three details that turn a mayor's interest into a project, and the item supplies none of them; what it does establish is that a city government is weighing the model.

The rest of the file reads as a pipeline in motion rather than a deal book. Consultants are being sought for a hospital P3 in Colombia, a contractor is already on board for a healthcare project in Peru, a concession is planned for a Colombian airport, Rio has launched a consultation on an electric bus P3, and Jamaica has tendered an agricultural logistics hub. Add searches for advisors on a Canadian waterfront development, a Flagstaff investment roadmap and a South Carolina financing framework, and the visible activity is weighted toward advisory mandates — feasibility, structuring work, procurement design — rather than signed projects and committed money.

Financing is the scarce item. The only project financing in the list is the World Bank's $50m backing for the Paraíba sanitation P3. The largest figure attached to any item is $2.9bn, and it belongs to a corporate transaction: Harrison Street's agreement to acquire an energy firm, a headline that names no target, seller or closing date. The largest figure attached to a P3 is Florida's $2.2bn mobility program, where a city is weighing the model without, on the item's wording, procuring it yet. Mobility hubs are also under consideration at Contra Costa Transit Authority, with no figure at all.

Three appointments, no signed projects

Three senior appointments in the same file point the same way. Paslay Group plans an infrastructure expansion with an InfraStrategies co-founder, Equitix has named a new capital formation lead, and a former Metrolinx chief is joining the Alto project. Capital formation and development hires are what a pipeline buys before it produces a project, and the pipeline in this file is mostly still at the study stage.

The cautionary item sits beside them: a Miami courthouse P3 is on the brink following a termination notice, and a P3 Bulletin analysis by Lisa Best attributes a major project's difficulties to politics, previous experience and community concerns. Richmond has none of that, and no site, cost or schedule either. The next visible step would be a procurement notice or a consultant search of the kind Flagstaff and South Carolina have posted, administrative work that carries no capital cost until a project exists.
