P3 Bulletin's latest social-infrastructure roundup puts a California public safety building on the horizon, but the entry names no city or agency, no cost estimate and no procurement stage. No advisor has been engaged, no document issued, and the claim is the trade outlet's, describing an intention rather than a process already moving.

The mention arrives in a file otherwise made up of tenders, advisory appointments and feasibility studies, the places where social-infrastructure P3s spend their early lives. The same file reports a Miami courthouse P3 is on the brink after a termination notice, and this publication's Oct. 1 write-up of that roundup tied the courthouse project's position to politics and community concerns. A project described as on the horizon sits far from that trouble and, on this evidence, far from a concession agreement.

The gap between a mention and an RFQ

Scale and stage are where the disclosure thins further. A Florida city weighing P3s for a $2.2bn mobility program, also in this file, shows the size at which a transport opportunity can first appear in print, while the California entry carries no figure at all. The file's other social-infrastructure lines read as further along on the evidence of their own headlines—consultants required for a Colombia hospital P3, a contractor on board for one in Peru, a tendered agricultural logistics hub in Jamaica. California's recent activity has been local: Inglewood's council approved a transit P3 in August in a vote this publication covered, and that concession reached a council floor before the procurement fights began. Two mentions do not make a market, and neither item carries a price.

This publication has argued that P3 machinery has been outrunning the deal sheet, with state DOTs, senators and fund managers staffing up for a pipeline that a stopgap-funded federal government has not committed to. A social-infrastructure mention with no sponsor attached suggests the same pattern one level down, with capacity assembled ahead of committed projects; that is inference rather than a filed fact, and the distinction matters to anyone trying to price it.

What would change the picture is mundane: a named jurisdiction, an advisory tender, a dollar figure, a procurement stage. Until one of those lands, the next datapoint to watch is an RFQ out of a city that has not yet put its name to the project.
