Microsoft's $465.5 million Gainesville land bet now needs a wetlands permit
Two years after paying $465.5 million for 124 acres, Microsoft asks the Corps of Engineers to approve two buildings and a substation across 955 feet of stream and 1.95 acres of wetland, in a corridor where Amazon and a Google-linked developer already hold land.
Microsoft paid $465.5 million for 124 acres outside Gainesville, Virginia, in 2024, and two years on it is still asking permission to use them. The request now sits with the US Army Corps of Engineers' Norfolk District: an application for the MNZ07 Wellington Data Center at 13490 University Boulevard, covering two one-story data center buildings and an on-site substation on 123 acres east of University Boulevard, south of Interstate 66 and north of Wellington Road.
The application gives its reason plainly: the project is “needed to address expanding customer demand for cloud platform services in the region,” it says, and the same document discloses the physical bill—955 linear feet of stream channels and 1.95 acres of wetlands would be impacted. Microsoft filed the state version with the Virginia Department of Environmental Quality in July, which puts the Corps review at the tail of a permitting sequence that has already been running for months.
The land came from Chuck Kuhn, a local landowner, in a purchase of 124 acres, which puts Microsoft's basis at roughly $3.75 million an acre before either the state or the federal application existed. A number that size only parses against the neighborhood.
The parcel borders 117 acres Amazon owns, where it is planning a 2.3 million-square-foot campus named Gainesville West and Gainesville East, and Google-linked Sharpless Enterprises is planning a large data center campus nearby. Much of the surrounding area was formerly a military facility operated by Atlantic Research Corporation. Microsoft bought position in a corridor in 2024, two years before it knew whether it could build there, because three developers are converging on one short stretch of University Boulevard.
What a substation is doing in the filing
The on-site substation carries more information than the two buildings do, because scoping a substation into the project rather than waiting on it as a utility deliverable is the difference between a schedule Microsoft controls and one it watches. As this publication has argued, connection rights now trade before electrons do; a developer that carries its own grid interface is buying schedule as much as capacity. The coverage does not say what the substation will be rated at, so the open question remains how much of this campus is banked against power that already exists and how much still depends on power arriving.
The coverage also gives no square footage for the two buildings, while Amazon's 117 acres carry a 2.3 million-square-foot program. That gap suggests a staged build, with land banked ahead of a second phase, or a lighter program than the neighbor's; either read is available from a filing that commits to two one-story structures and nothing beyond them.
The land closed in 2024, the state filing landed in July, and the Corps application is in now, which means capital preceded consent by two years. In this corridor it had to: with Amazon holding adjacent land and a Google-linked developer planning another campus nearby, waiting for a wetlands permit before buying is how a developer ends up without a site. The cost lands in the purchase price—paying $3.75 million an acre two years ahead of a wetlands application is a bet that this corridor stays scarce enough to justify it. That is a defensible trade and an expensive one, because the asset Microsoft actually holds today is an unpermitted 123 acres with two other hyperscale programs within sight of the same interchange.

Whether two one-story buildings are the first phase of a campus on these 123 acres or the whole of it is now a wetlands question, and the Corps' Norfolk District review is where it gets answered. Until that review closes, everything else about the site—the power, the phasing, the schedule—runs through the same stream channels and wetlands.
