25-second brief
  • Manchester Financial Group is working to secure investment for a potential 400-megawatt data center at the former Naval Information Warfare Systems Command site in San Diego, according to Voice of San Diego.

  • Manchester and Edgemoor Infrastructure and Real Estate, a Clark Construction affiliate, hold a 99-year lease on the federally owned land at Naval Base Point Loma.

  • Because that lease is already awarded, the data center is a design decision on a site Manchester already holds rights to, not a new land acquisition.

Manchester Financial Group is working to secure investment for a potential 400-megawatt data center at the former Naval Information Warfare Systems Command site in San Diego, according to Voice of San Diego. Data Center Dynamics, citing that coverage, put the parcel at 70 acres and said full details of the potential development have not been shared.

Manchester and Edgemoor Infrastructure and Real Estate, a Clark Construction affiliate, hold a 99-year lease on the federally owned land at Naval Base Point Loma. The Navy selected them in 2024 to replace the old command center in exchange for new offices for NAVWAR. The Navy said the existing headquarters were "well beyond their useful life and negatively affect NAVWAR's cyber warfare mission, security, and workforce safety."

Because that lease is already awarded, the data center is a design decision on a site Manchester already holds rights to, not a new land acquisition. "The potential plans for this site continue to be refined, and no final project has been approved," Manchester said, adding that delivering modern facilities for NAVWAR is its first priority. Earlier pitches included apartments, hotels, restaurants and retail, and the final design is expected to be mixed-use with housing and retail, according to the reporting.

Local officials criticized the idea of a data center, citing a lack of information and transparency about the proposals and pointing to housing, according to the reporting. Manchester, founded in 1970, develops hotels and commercial property; a data center would be its first, Data Center Dynamics reported.
