Lower Austria's data center queue hits half its grid capacity
A pipeline of up to 100 development inquiries totaling 3.4GW has made land-use approval Lower Austria's choke point.
The data center NDC-Garbe has proposed for Leopoldsdorf, a Vienna suburb in Lower Austria, would rise a few hundred meters from a CloudHQ development that already has city council approval. The announcement came from the town's mayor, Fritz Blasnek, rather than the developer, and neither the facility's IT compute capacity nor its construction cost was disclosed, according to Data Center Dynamics.
Leopoldsdorf would get its second data center if both projects move forward, but the province around it hosts just three operational data centers and, more consequentially, is Austria's first region to pass legislation governing data center development. The new law creates a zoning category for projects larger than 0.5 hectares, and anything above three hectares requires a specific location ordinance from the provincial government, a split that will determine which approvals stay local and which climb to the province.
That law is a direct response to a queue: provincial officials have received up to 100 development inquiries that, if realized, would consume up to 3.4GW of electrical power, equivalent to half of Lower Austria's generation capacity. The adjacent CloudHQ project gives that queue a local anchor, with ORF reporting via DCD a connected load of up to 200MW, support for up to 150 permanent jobs, and a 2027 construction start. NDC-Garbe, for its part, intends its own site for a zone that has yet to receive approval from local authorities, according to ORF via DCD.
Blasnek has already begun defending the project, dismissing concerns raised by Green Party legislators from a neighboring municipality about carbon emissions and noise pollution by arguing that the site was unlikely to attract traffic. "I don't understand the fuss. There's also a data center project in Achau, but nobody's complaining there," he said, in comments reported by ORF.
A queue worth half the region's power
The comparison ignores cumulative math. Individual projects may attract little traffic, but the province's own planning numbers show a collective load equal to half its generation capacity; this publication has argued that data center construction has moved past finance as its main constraint and now stalls at approval. Lower Austria's zoning law is the first attempt to manage that approval constraint, and the unresolved approval on NDC-Garbe's zone shows it in practice.
Power is the second constraint, and the 200MW attached to CloudHQ's project is the benchmark. The zoning law decides where data centers can sit; it does not create generation, and a queue of 100 inquiries consuming 3.4GW argues that interconnection capacity, rather than computing demand, has become the scarce input. If even a fraction of that queue reaches the application stage, Lower Austria will need generation and grid investment on a scale its current capacity does not support.
One detail in the NDC-Garbe announcement remains unresolved: whether the project crosses the three-hectare threshold. The coverage does not say, and the distinction determines whether approval stays with the municipality or climbs to the provincial government. For investors, the relevant number is not the 200MW at CloudHQ but the 3.4GW waiting behind it. The next project to test Lower Austria's zoning rules will show whether land-use consent can keep pace with generation requests.
