Iberdrola's repower bid puts the permit queue on display

A 30.4-MW repowering filing shows the scarce resource is consent, not capacity

Iberdrola is seeking permits to repower a 30.4-MW wind farm in Spain, Renewables Now reported on August 25, and the project is a repowering rather than a greenfield build. The site and grid connection are already in hand; the one thing it still needs is a fresh permit, and that is where the project's fate will be decided.

The nameplate capacity is small next to the gigawatt-scale developments that claim wind headlines, but repowering is the incremental route to more generation because it requires no new land, no new interconnection, and no new community to win over. The old asset keeps its footprint and its relationships, yet the request still enters the same queue as any greenfield project, and 30.4 MW of nameplate does nothing to shorten the wait.

Consent and construction capacity are now the scarce power rights, as this publication has argued, and the binding constraint on what gets built is no longer the resource or the capital but the permission to proceed. Iberdrola's filing makes that constraint concrete: the company is asking to rebuild something old, and the permitting office treats it the same as everything else.

Repowering is often marketed as the fast track to capacity, but the permitting office sets the speed, and the absence of new foundations does not change it. A 30-MW site can spend as long in review as a project many times larger, with a fraction of the eventual revenue to carry the cost of waiting, which makes the permit timeline a capital question more than an engineering one. That will matter more as repowering takes a bigger share of the European wind pipeline.

Watch the approval date. The elapsed time between filing and approval will tell the industry whether repowering has escaped the greenfield bottleneck or simply found a new place to stand in line.
