I-77 P3 clings to narrow path as Charlotte plays for time

P3 Bulletin traces the political forces that have left a major I-77 project on the back foot.

Lisa Best, writing for P3 Bulletin, reports that the I-77 project has not gone away but has lost ground. The room it occupies has narrowed, she says, and the causes are politics, previous experiences, and community concerns. Those forces, she writes, have put the project on the back foot. Charlotte, the report says, is playing for time.

The piece does not claim the deal is canceled or restructured. It presents a project still in motion, with the city's posture now the decisive unknown. Best's three causes form a familiar pattern in long-road concessions: political exposure, the weight of what has come before, and local opposition that makes public partners cautious. None of those requires a formal veto to slow a deal. Delay is itself the decision, and it is the one Charlotte appears to be making.

I-77 thus occupies an uncomfortable middle ground for the P3 market. A dead project stops consuming management attention; a stalled one keeps it, for as long as the wait lasts, while assumptions about timing and cost quietly age. Whether Charlotte's time-buying yields a workable consensus or simply defers a harder choice is not an engineering question. For now, Charlotte's calendar is the document to watch.
