Grant money anchors a new Canary Islands cable ring
Canalink's Base4 landing at Playa Honda advances the €34 million Atlántica project, where European funds cover roughly two-thirds of a build designed for resilience rather than wholesale capacity sales.
Canalink has completed the first phase of its Base4 submarine cable deployment, landing the system at Playa Honda on Lanzarote in a move Data Center Dynamics reported on September 3 as a milestone for Atlántica, the ring project formerly known as the Gran Canaria-Fuerteventura-Lanzarote submarine loop. The project runs two cables on separate routes, so each island keeps an alternative path when one line fails, and the nearly €34 million budget is anchored by a €23 million grant from the European CEF Digital mechanism—roughly two-thirds of the total—with completion scheduled for September 2026. That schedule alone shows Atlántica is not an early-stage plan.
The route map shows why that alternative matters: the eastern leg starts at Ojos de Garza on Gran Canaria, touches Puerto del Rosario on Fuerteventura, and ends at Playa Honda on Lanzarote, while the western leg runs through Barranco de Tenoya, Corralejo, and Playa Blanca. Once the loop closes, both Fuerteventura and Lanzarote will have two distinct landing points, one per route, and traffic can be shifted around a damaged segment instead of stopping at it.
Canalink owns the project and, just as important, the surrounding network context: the company was founded in 2004, is based in Tenerife, and is a public company of the Tenerife Island Council, held through the council's Technological and Renewable Energy Institute. It already participates in the ACE cable consortium, leases capacity on the WACS system, and operates multiple domestic cables that tie the islands to each other and to the Spanish mainland, so the new ring slots into an existing network rather than standing alone.
Where the anchor tenant is a grant
That ownership and funding mix places Atlántica in a different capital tier from the subsea routes that typically appear in private-infrastructure ledgers, and the distinction comes down to the anchor contract. This desk has argued that anchor contracts divide infrastructure-priced digital assets from merchant-priced ones; here the anchor is not a hyperscaler offtake agreement but the CEF Digital mechanism plus an island council's public company. The cable therefore must satisfy the terms of a grant and the connectivity needs of the islands that own it, rather than make its case in a wholesale market.
A separate public grant of more than €4.8 million covers a branch running south on Fuerteventura to Costa Calma, adding another entry point to the backbone, and the branch makes the logic visible. A merchant operator would look at a second Fuerteventura landing and ask what new revenue it captures; the grant-funded logic asks what failure scenario disappears. A southern point of entry gives the backbone another way around a cut and another path when a primary landing is damaged, so the €4.8 million line item is buying optionality, not demand.
None of this makes Atlántica a less meaningful piece of digital infrastructure; it makes it a different species, and investors who index it against commercial cables will misread it. A commercial cable's value sits in its contracted cash flows, while a ring like this one sits in its ability to keep an island archipelago online when the next cable fails.
Public grants are becoming the anchor tenant for connectivity that cannot support a merchant duplicate, and Atlántica is a clean test of whether that model can be delivered. The first cable is on the beach; the rest of the ring must now prove the redundancy works when one of the two routes does not. The grants, in effect, are the offtake.
