DoD's 44 GW wind backlog is a capital story
ACP's count attaches a number to the schedule risk that wind developers and lenders cannot price.
John Hensley, the American Clean Power Association's senior vice president for markets and policy analysis, gave Utility Dive a number this week that matters more to project finance than to engineering: at least 44 GW of land-based wind projects are sitting in review at the U.S. Department of Defense. The reporting does not explain what prompted the review or how long the projects have been waiting, only that they are not moving. Set that queue against a land-based pipeline already shrinking as the solar price gap widens, and those projects cannot compete on price at all.
Waiting has a cost before any turbine is ordered, because lenders want an in-service date, offtakers want a delivery schedule, and developers need both to justify equity already committed. A project trapped in review offers none of it, so the capital behind it stops looking like infrastructure finance and starts looking like an open-ended bet on administrative timing.
Federal reviews can stall a project without formally killing it, and from a capital perspective the result is close to the same. This is the same species of policy gate this publication flagged for storage supply chains this week; in both cases an announced federal process transfers schedule risk onto owners before any definitive decision arrives.
The DoD backlog sharpens a distinction now running through the whole transition trade: contracted, grid-backed assets draw infrastructure pricing, while merchant capacity has to be self-underwritten and staged until a committed payer appears. For underwriting purposes, that backlog fits the riskier bucket regardless of its offtake status, because a signed PPA attached to a project that cannot name its commercial-operation date is a contract waiting on a calendar.
ACP has done the market a service by putting a number on this. The next useful figure will be the count of gigawatts that leave the review with a commercial-operation date attached, because those are the megawatts infrastructure capital can finally price.
