California grid can host 15,560 MW of front-of-meter solar-storage
Kevala's analysis for the Coalition for Community Solar Access maps the technical ceiling and leaves the underwriting to someone else.
California's three investor-owned utilities have distribution substations that can host 3,112 five-megawatt front-of-meter solar-and-storage installations without back-feeding onto the transmission system, according to Kevala's analysis for the Coalition for Community Solar Access. Those installations would serve 15,560 MW of local load, or 32% of California's projected 2032 peak load, as Utility Dive reports—a technical ceiling that the study itself declines to convert into a development forecast.
The headroom is unevenly distributed. Southern California Edison's system offers the largest raw number, 1,657 installations meeting 9,188 MW of non-coincident summer peak load, or 37% of the California Energy Commission's mid-case 2032 forecast, while San Diego Gas & Electric's smaller distribution footprint gives it the highest proportional share: 326 installations covering 1,788 MW, 39% of the forecast. Pacific Gas & Electric, the state's largest electricity provider, can handle 1,129 installations supplying 6,560 MW, 26%, and Kevala adds 1,976 MW from systems smaller than 5 MW.
Kevala cautions that the figures measure technical potential, not a pipeline. The analysis estimates how much distribution-connected load could be served by front-of-meter systems before the network starts exporting back onto the transmission system; it does not assess land availability or other siting constraints, which a development forecast would require.
The work lands as the three utilities pursue ambitious capital spending to harden grids and integrate clean energy at the transmission level under California's 2045 net-zero goal. PG&E spokesperson Paul Doherty said the findings match his utility's own planning, citing its SAVE virtual power plant and the Google-funded SHARE virtual power plant. Stephanie Doyle, California state affairs director for the Solar Energy Industries Association, called the report a road map for easing pressure on a strained grid, saying front-of-meter systems can deliver power "where and when California needs it most."
For allocators, the figure that matters is the gap between technical headroom and a contracted project. The study identifies where distribution constraints are absent, leaving interconnection rights, land parcels, and offtake pricing unassigned. Headroom at this scale encourages a look, but committing capital requires something the map cannot supply.
