Britain's drought becomes a data center siting test

A rejected moratorium call has put water use at the center of the next UK data center planning fights.

Britain's data center buildout has run into a drought. This week, Zack Polanski, leader of the Green Party, stood at the site of a proposed East London facility and called on the government to reject new projects — a moratorium allowing only "local scale data centers for the local community."

Polanski was direct with the BBC, telling it, "We need to slam the brakes on these energy-guzzling, water-guzzling data centers," and adding that with three-quarters of the country in drought it is "outrageous" that data centers are treated as critical infrastructure. "To most people, critical infrastructure means hospitals, water, electricity. It doesn't mean artificial intelligence."

The moratorium call has no chance of becoming law — the ruling Labour Party rejected it as a threat to jobs — but the episode is not a footnote. It hands developers something more durable than a policy proposal: a public vocabulary for opposing data centers on water grounds, and a reminder that consent, not capital, is the industry's scarcest input.

Until recently the water argument looked like a side issue, and in aggregate it still does: the Water Research Centre consultancy said in February that data centers in England use about 1.9 billion liters of drinkable water a year, roughly 0.2 percent of the non-household market. The same analysis found a "clear upward trend" in water use, and while the industry consumes less water than golf courses, it has been growing at record pace.

The liters behind the politics

That argument will not be settled by national averages; it will be settled at planning tables, where individual projects put water requests to local suppliers. Affinity Water, the supplier covering the Slough hotspot, told Parliament this year that cooling-water demand is highly variable — from a few cubic meters a day up to potentially 10 million liters a day — and that some individual facilities had requested supplies of up to 35 liters per second, equivalent to the peak water demand of 3,500 homes. One proposal sought 21 million liters a day, roughly the water needs of 147,000 people.

That arithmetic is what makes a drought a siting risk: a national percentage is too small to see; a catchment's capacity is very visible; and in a dry year a planning officer or water company facing a 35-liter-per-second request is weighing the peak demand of a small town against a national average of 0.2 percent of the non-household market.

The government's rejection was sharp and carefully hedged: a pause would, the spokesperson said, "send investment and good jobs abroad" and leave Britain dependent on overseas computing for sensitive health and defense data — "a disaster for jobs and national security." But that standard economic reply came with a hedge: "that said, this does not mean a blank cheque for Big Tech." Approval, the government said, would be tied to clean power, responsible water use, British jobs and supply chains, and investment in host communities.

For two years the binding constraint on this sector has been megawatts — grid capacity, interconnection queues, power purchase agreements. The Green Party's intervention doesn't replace that fight but adds a second one, because water is becoming the new grid: a local, finite, politically charged input that can stop a project no matter how much capital sits behind it. The industry's aggregate water numbers are small, but the facility-specific numbers are not, and the political class now has a phrase — "energy-guzzling, water-guzzling" — that will outlast any one party's platform.

Developers can now expect water-use metrics attached to planning conditions, not just environmental reports; the distinction between closed-loop systems and open-loop cooling to be argued case by case; and, in the next dry summer, the 21-million-liter proposal quoted back at them, whatever the national average says.

The moratorium itself will go nowhere, but the test it planted is already moving through planning applications: in a country with three-quarters of the land in drought, what number of liters qualifies as critical infrastructure? The industry needs a site-specific, defensible answer before the next dry summer, or the next application will be decided on someone else's terms.
