1.5 terawatt-hours shipped; the cash flow is another matter

Canary Media's chart-of-the-week column announces that the battery era has arrived because more than 1.5 terawatt-hours of batteries were placed into service last year, a figure that counts electric-vehicle packs and grid storage together. The bundling deserves an argument. A terawatt-hour of cells in cars and a terawatt-hour of containers behind a substation have almost nothing in common as investments: one is a component sold with a vehicle, the other an asset that needs a priced contract before a lender will look at it. The headline figure, at bottom, measures manufacturing throughput.
The same split runs through PWD's reporting: US developers added more grid batteries in a single quarter this year than in any quarter before, and the offtake agreements that would pay for them were still missing. Arizona climbed into the first-half installation rankings, with the durability of its boom resting on interconnection queues and signed contracts rather than on the tally itself. Deployment is running ahead of the paperwork that turns steel and cells into cash flow, and the policy turn against renewables has not yet reached construction sites where the financing is already closed.
The supply chain is where the motion is, and Canary Media's headline assigns the 1.5 terawatt-hours to China, the cheap half of the story: inexpensive cells compress the equipment line of a project budget and do nothing whatever for the revenue line. A developer buying at those prices is also carrying an equipment restriction that was undefined enough in September to get charged to every storage project whether or not the hardware touches foreign parts. Import risk and hardware cost now sit on the same line of the pro forma, a harder budgeting problem than a rising cell price ever was.
Canary Media has drawn this line before: its chart on China's solar-and-coal capacity crossing, from Sept. 4, came with a headline conceding that the revenue-relevant crossing had not happened. Installed capacity and paid-for capacity are different facts, and the battery chart repeats the pattern.
The share of last year's volume with a counterparty behind it would settle the argument, and the coverage does not put a number on that. A milestone without a price is not capital allocation. The grid half of the 1.5 terawatt-hours is where the milestone and the money are furthest apart: the cells are built and shipping, and what remains to be assembled, project by project, is the financing that makes them infrastructure.
